Before u tell her, try and see if she likes u back. Play with her around, tell her hi every mornining, give her a kiss on the cheek, etc, Trust me, girls like that. If she attracts to u more, thats the rite time. If she seems to ignore u or stays away from u, sorry.

There's many ways. Assuming you mean non-verbally, there's flowers, candy, jewelry, cards, taking her places, but none of that actually works as well as one simple technique.
Listen to her when she talks.

The best way to do it is ask her somewhere, like to a movie. if she says yes it means you have a date and its apparent your interested.
