research & development/engineers.

many scientists & their respective labs, are funded by specific interest groups (hospitals, pharmaceutical companies, private equity groups, universities) & they will have their own agendas through their corporate executive chain-of-command.

much of scientist work/equipment is not cheap or free so they will need to seek out funding by various means, that in itself will determine how their discoveries come to market

also the consumer market will help to influence, by market demand (their needs to be "x" or better __.

a good example are companies with consumer products (i.e. aerospace) that spend millions on their military research & development (can be contracted/military request for a specific need or to develop some new "f/a-22 plane").

so the company has all these scientists working on things they (executives) think they can get the military to buy, OR, military wants i.e. a better body armor system for 30years from now & scientists of r&d are tasked to develop it (usually more than one company knows about or is asked to submit their product, so competition helps with innovation)
