Culture

Americans have a very very lazy culture and life is too luxurious. Although American universities are said to be the best in the world according to the surveys these are based on equipment and money. The thing is Americans cannot understand the concept of class and that money while can buy intellect (Yes 95% of your best scientists are British, German, Russian and Jewish! From an ex-colleague now turned NASA employee). instead they go for a throw resources at everything technique however while their publications say one thing they are a bit miffed it cannot beat OXFORD or Cambridge's over 250 years of international excellence.

The thing is America has loads of better policies they do pay for their brains and allow a much more flexible system to let the brains of the country to rise upward. As where us Brits got a stupid class system which basically honks off all our intellectual people to go to the US, hence the well known Brain Drain!

Although the Americans do have a (possibly well-deserved) reputation as a bunch of insular, protectionist, intellectually subnormal, pig-ignorant, gun-toting, evolution-denying, war-mongering f*ckwits, having lived all my life in Britain it is still hard to believe the British are generally more intelligent than the Americans or anyone else, although the British may be less ignorant of events in the rest of the world.
I assume your question is tongue-in-cheek, but anyway just consider all the British people who think that "Peugeot" is pronounced "Pyew-jo", "mischievous" as "miss-CHEEV-ee-us", and that Labour are the party for the working/lower middle class to vote for even after doubling the income tax for those earning less than £17,000 per year.

The American public school system has been consistently proven as one of the least effective and/or efficient in the world, due to many varied factors. Additionally, because we perceive that the British are smarter than us, we associate a British accent with intelligence, even when such a conclusion is not necessarily correct.

I think your question is slightly unfair. I think a fairer question would be - why are there so many American idiots?
In answering this question we should consider population size. If we assume 50% of any population is below average intelligence and 50% are of average and above intelligence then it should follow that there is a significantly larger amount of American idiots than British idiots.
