Get instruments (of course), take some classes in school or at your local music store to get the basics down. Find a place where you can practice without people getting too annoyed. Then Practice, Practice and Practice some more. You won't sound very good at first, but keep at it. Find music that everybody like and thats not too hard to play and start doing covers. Covers are a good thing when you are trying to get a new group of people playing together. If you need another member, look for someone in the school band with some experience, or post a wanted sign in local music (instrument) stores with the age range you want.

1. Gather a bunch of teenagers that know how to perform music.
2. Practice together until you don't suck.
3. Tell everyone you are a band.

Lol, honey, you can't just wake up one day and say; "I want to make a band!" It's a lot of work and if you don't know anything about it, then it's going to fail, sorry to say.

Just make poppy sticky songs, learn to coordinate the same silly steps, and wear tacky clothes. Make sure you all have short characteristic nicknames.
