you just need to realize what slope-intercept form means,

y=mx+b

m is the slope and b is the y-value when x is zero.

so we get:

y = (2/3)x+3

slope intercept form:
y = mx + b

m is slope
b is y-intercept

they give you both slope and y-intercept. Isn't that nice? just plug the numbers in

y = (2/3)x + 3
