This is a 1978 Mercruiser 470 boat motor, I need to buy a new starter. And i don't know which one to buy. Is it Clockwise or Counter Clockwise?

If, it a single engine it most likely clockwise looking from the front like a car. In a Dual Engine setup, usually one engine is clockwise and the other counter clockwise to help off set torque. But, I not say it is always.
Another thing, if you not sure. Take the old with you. Sometimes they may be able to look at the gear and tell which way it work, from the wear.
Auto parts store is cheaper than a boat dealer. Also, depending on the price of another starter, call around to a Stater/Alternator/Motor repair shop, they may fix it cheap, depending on what it need.

take a chance...counter-clockwise. mmmmmm...could be.
