You owe them but I think your meter might need checking properly or take the reading yourself and send it to them and see what happens

You owe them, but it seems awfully high, take a meter reading yourself and telephone them. You will get a new bill and hopefully it will be lower then £250 and a more affordable bill.

I think it means you owe them.
If it said credit, then they owe you, or you could use the money towards the next bill if you know what I mean.
