Your computer more than likely has a Vundo infection.
Amaena popups, and scam internet security advertising such as Winfixer, WinAntivirus, WinAnti"this and that", ErrorSafe, etc are usually caused by the Vundo (Virtumonde) infection.
Most "general purpose" scanners such as Norton, AVG, Spybot etc can not detect it, as you may have found out already.
The standard removal tool for Vundo is called VundoFix and it is availible for free here:

Good luck.

Don't use any of those programs...don't even click on the popup...those are all spyware programs. Try starting Windows in Safe Mode and run a full system scan with Norton, Ad-Aware and Windows Defender. Remove anything they find. You might also want to try SpyBot Search & Destroy:

This is an extremely though infection to get rid of.
You can try http://housecall.trendmicro.com and let it run its scan for hours. Hopefully it will get rid of most of your issues. Otherwise run all the serious free antispywares one after the other like SpyBot, AVG antispyware, preferably in safe mode.
If you want still have issues, use a real antispyware like XoftSpy. You can do the initial scan for free to see how much more stuff it detects than the others, but if you want it to clean your system, you'll need to pay.
It is by far the most powerful and efficient antispyware I've tested.
You can get it at: http://redir.juzaz.com/?site=XOFTSPY

Pop-ups are mostly due to Malware (computer viruses, worms, trojan horses, spyware, dishonest adware, and other malicious and unwanted software). You will need to run full anti-virus/spyware scan and clean your registry. I recommend you use these programs (they are free).
1) AVG Free anti-virus
http://free.grisoft.com/freeweb.php/doc/2/
2) Ad-aware spyware remover
http://www.lavasoftusa.com/products/ad_aware_free.php
3) Spybot - Search and Destroy spyware remover
http://www.safer-networking.org/en/index.html
4) Advanced WindowsCare Personal
http://www.iobit.com/
5) CCleaner - registry and privacy cleaner
http://www.ccleaner.com/
Running these programs in Safe Mode (Tap F8 after powering on the computer and choose to boot to Safe Mode) can be more effective.
If after performing these steps you are still experiencing problems download HijackThis. But do not remove anything without first checking with the online community, it will find both legitimate and malicious software.

If after exahusting these options and you are still experiencing issues, there is really nothing more you can do except to reformat your computer and start fresh.

my best guess it is a virus ...if all the antivirus you have can not stop the pop ups, you might have to restore the computer to factory settings :(.you could do a manual search for the virus but it is very time consuming and require high level of puter knowledge.
yeah those sites above will not help you if the virus is well programmed

Do a system restore back to a day you remember your computer not doing this. Go to Start, All Programs, accessories, system tools then system restore. It'll work perfect after that. Also you may have too many anti programs!!!
