At first glance (bad choice of words) I would say he is making fun of you (you can look but not touch).
Maybe he is trying to find himself and might have been hoping that you would make a move on him (or trying to see if you could control yourself - which you probably did).
Just be very cautious. If he does something like that again - ask him why is he doing that.
