Yes and yes for the short answer.

The Goby really does need brackish water and while it won't kill your other fish in the short term, it will harm them and eventually contribute to their deaths before too long at all.

Not a good mix I'm afraid and to be honest, the goby really can't compete with thosse fish anyway, he needs more mild mannered tank mates.

I dont know about the dragon goby for certain, having never had one myself, but as a general rule brackish water fish do better in fresh water than fresh water fish do in brackish water.
Dont kill them all to save one. If you cant set up another tank as brackish only talk to the pet store you bought it from about returning it. To save the fish from demise most would be willing to take it back (in fact most stores have a return policy that covers about a week or two).

The sharks are definitely *not* brackish fish.
The goby is, and all resources I have viewed have it listed as a brackish fish, so I would not put these 3 together at all. Sorry.
