Any one of the three signs, which are represented by the element Water.
These are Scorpio, Cancer, and Pisces. Decreasing in severity in that order, with Scorpio taking first prize for Major Mood Mayhem!!!
These signs are all driven by Emotion, and as a Scorpio I can see why my sign is labelled the moodiest of all three!

Oh lord. Cancers! I've dated five different ones and they all have exhibited similar characteristics. They need a lot of reassurance but will bite your head off for no reason if they are in a bad mood. They are affected by the phases of the moon..they withdraw and get a bit "snappy"(their symbol is the crab) when there is a new moon and on the flip side they get clingy and romantic around the full moon. If you get inside their heart you will stay there forever even if a romantic relationship has ended...they will try to save the friendship. They are easily hurt but if they trust you they will love you passionately. The moodiness is a side effect of past hurt they have sustained.
ps If one dumps you all you have to do is start dating someone else and they will freak out and try to get back together with you. I've had this happen three times.

I would say Scorpio because one minute they can be happy, then the next minute depressed. I think thats just the way water signs r, including Pisces and Cancer.

Cancer is the most emotional sign and Pisces is the most sensitive sign, which causes each to be somewhat moody. Together they clearly understand the difference between emotional and sensitive; and know how to tend to each other's needs.
