Clean with carburetor cleaner. That should "free" it up. DO NOT LUBRICATE ANY MOVING PARTS WITH OIL. Just keep it clean.

Go to an auto parts store and get a can of Carburetor cleaner and spray the choke plate and linkage. Good luck, and if this fails then you may need to get a rebuilt carb, since the old one may have worn and has some parts binding or loose.

problem nay be in the cable. disconnect it at carburetor and push the choke back in. if you have a screw driver set and adjustable wrench then disconnect the cable and keep in immersed in diesel for some time. this will loosen the rust and dirt. moving the inner cable while the cable is immersed will take out all such thing and a final oiling will make it alright.
do such tricks only with this and boot release cable. if any other control cable ( accelerator / clutch)is in bad condition then change them with out any doubt.

when the choke goes closed, it also puts it up on fast idle. try wiring the choke open and try that. what your problem is that the choke pull-off needs replaced of adjusted.
