First, because lust is such a difficult urge to keep under control. I heard a preacher phrase it quite well, that when people lust, they are simply focused on using the object of their desire as a means of self-gratification. Once that urge has been quelled, they no longer hold any interest in that person, because he/she has served her purpose, and they move on to the next sex object.
Next, you have a society that promotes promiscuity and sexual liberation. With birth control as prevalent as it is, and the proponents of abstinence being mocked and chased out of schools (because they're accused of promoting Christianity in a faith-free society), people are able to give in to their lustful lifestyles with minimal consequences.
In the eighties, teen moms and AIDS victims were subject to scrutiny in the public eye, acting as a deterrent to teen sex. Now, they are cast to the wayside to make room for the hip, good-looking icons who exemplify promiscuity.
A lack of moral guidelines in the home is also a reason for this trend. People have everyone in society telling them it's okay to sleep around, from school, to the general public, to tv. If they go into the world unarmed, without having been given SOME kind of prior instructions from their parents, the kids are much more likely to experiment sexually.
