AT&T developed the North American Numbering Plan in 1947 to simplify and facilitate direct dialing of long distance calls. Implementation of the plan began in 1951.

The first area code to be used was New Jersey's 201 area code in 1951.

I can't find any information on it being attributed to any specific person.

That is part of the North American Numbering Plan that was created and instituted in 1947 by AT&T. There is no individual listed in any history I can find.
