I live in DC and there are so many LGBT around here and it's so hard to find a bi femme. I'm 16 and it's hard to tell who is gay or not.

i really dont know if there is a specific way to tell unless its tatooted on their forehead.
i say go right up and ask :)

There's no sure fire way to peg a gay, straight, or bi person. The only way you'll know is either by asking or by them volunteering the information. Sure, you can pick out a flamboyantly gay man out of a crowd, but the vast majority of homosexual and bisexual people you would be shocked to learn of their orientation.
Plus, you're 16....don't worry about these things that much!

Try ASKING the girl in question. Otherwise, you are looking for stereotypes and none of them are a "sure thing."
