I want to lay a lawn but first need to kill roots of brambles etc. Is there any weedkiller that has no long waiting time between using and planting or in this case laying the lawn.

Roundup Biactive is bio degradable and harmless to any living creature. To kill roots of brambles and such you will something a little stronger which wont be good for you turf. Best bet is to hire a rotavator and rake the stuff out I'm afraid.
Edit: Roundup will not kill established root systems. Physically removing them is the only way without harming the turf unless you use new top soil after chemical application!

Roundup is deactivated by the soil, only works through the plant. So once the brambles are dead, it's OK. Actually, I'd wait to have a weedfree area before laying sod.

Glyphosate is probably your best bet. It's translocated, i.e. you spray the leaves and it travels through the plant and kills the roots too. It takes a few weeks to work, and some persistant weeds may need a second treatment. It is deactivated on contact with the soil, so you can plant straight away.

Roundup, the regular kind, is not persistent.
