Herbert Hoover (Republican) was pretty bad. He was president during the Great Depression and used Federal Troops to break up protests by war veterans. Jimmy Carter (Democrat) was also a considered a pretty bad president, with his unpopular energy policies and generally being blamed for looking weak on the international stage. These two presidents left no positive legacy as presidents and Bush will probably be on their level. He has no real policy item that will be remerberd as postitive by history. LBJ (Democrat) had the civil rights laws and Nixon (Republican) opened up China and brought Vietnam to an end as best as it could have been done so while they were both incredibly unpopular in their own day and in the history books they both left policies that history looks regards as victories. Bush is unlikely to have positive legacy.

There is absolutely no doubt that Bush is the worst president ever.
But we knew he would be as soon as he was selected.
He's worse than his dad, worse than Reagan, worse than Nixon, etc.
He allowed 9/11 to happen, and has done nothing about it.
He started a war, for no good reason, causing the deaths of thousands of Americans, and hundreds of innocent Iraqis.
He has never done one good thing for this country.
He entered office with a budget surplus, and quickly turned it into a record deficit, which grows every day.
Education, the ecology, and the economy have all suffered under his watch.
The gap between rich and poor has grown even more. Soon, there will be no middle class.
He has divided the country like no one before him.
He has no regard for the constitution.
He is a bigot.
His administration is the most corrupt ever.
Unemployment has risen with Bush in the White House, and, even though it has finally come down somewhat, it has yet to get back as low as it was when he was selected, and the quality of jobs being created are not as good.
The country is now less safe than it ever has been.
The US is hated more than it ever has been, which is really sad, since everyone was with us after 9/11.
The country, and the world are worse off because of him.
it will take many years (decades, maybe) to undo all the harm he has done.

It is far too early to judge the current administration and it's long term worth or failure. There are many things that may or may not occur in the near future which will dictate how history looks at Bush. In the mean time, the 2 worst on most lists are Buchanon and Andrew Johnson.

Gerald Ford was much worse than Bush.

Woodrow Wilson was much worse than Bush.

As a history teacher I could write you volumns on the negative impact of each of these presidents that enables each of them to carry the title of worse President. However, I'm sure you're caught up in the momment and your frustration does not allow you the common sense to approach your question logically.

1. Jimmy Carter - dunce who gave rise to radical Islam by deposing the shah or Iran.
2. Bill Clinton- committed genocide against the people of Kosovo and sold nukes to China
3. George W. Bush- outsourcing of manufacturing jobs and the immigration debacle.

Yup it is Bush's fault, every bad thing that ever has happened is Bush's fault. He killed Elvis, caused Pearl Harbor, bombed the twin towers and was the shooter on the grassy knoll.
Remember the media quoted "sources in the Bush Administration" He has a time machine, didn't you know that?
