...what signs on my PC would tell me that they have been going through my IP address?
Do they have access to whatever confidiential information I've been dealing with on my PC?

If you are behind a router, they can't get to your computer unless you allow them too.

If you have a firewall it should block them period. If you have neither.. dont worry about it cause hundreds already have your IP anyway and you have other problems.

If you are on DSL or Cable your IP will change if you POWER OFF your modem and leave it off for a few hours. If you are on dial-up your IP changes everytime you connect.

Just use a good firewall and good antivirus software and turn off file and printer sharing and sleep well.

They can't do much if you have a firewall installed. They can do a whois and find out your ISP and general location, but nothing more than that. They can't get into your PC just by knowing your IP address.

its practically easy for people to access your files if they know your ip address and you dont have a firewall installed, so have a firewall on at all times
