I was in a situation where the seller's agent refused an offer without consulting the seller. I am under the impression that is against the law and am just seeking proof.

Under the laws of most states, all offers must be presented to the seller by the listing agent. However, if the seller has given explicit instructions to not tender offers unless they meet certain criteria, then the agent does not have to tender the offer.

I've encountered this two or three times in my nearly two decade real estate career.

they can if the seller has already told the agent that under no certain terms i want X. For example, if the seller says I have to have 20% down and the balance in 60 days max. If you offered 10% down and the balance in 60 days the agent can refuse the offer.

I'm not sure about Georgia. But, I'm a Realtor in SC and ALL offers must be brought to the seller. It doesn't matter if they told the agent the need a certain amount. It still has to be put in front of them.

If your offer was "way below" the asking price, then the agent might reject an offer, but most agents wouldn't do that.
