One tank we have used for years with no problem. The other one we bought brand new and had it filled and after one use we are unable to turn the valve to open.

If you just bought one of the tanks and had it filled, this tells me the valve works and can be turned on. Whoever filled it probably "overcranked" it when done. Try a pair of channel-lock pliers and turn counter-clockwise. This will give you more leverage.

Put a strap wrench on the handle and turn it. Once you get it open put WD-40 on the valve stem and open and close it a few times.

One is required to have a license to work on these things these days, find someone qualtified and ask them how much to fix, it more than twenty bucks, buy new and keep them inside when not in use.
