Florida has a loophole law that says its legal to buy most any fireworks, but not legal to use them unless you say its for agricultural purposes like scaring away birds.

It's a stupid law that allows the sellers of fireworks to make money and at the same time users can be fined.

Any fireworks that leave the ground or create an explosion are illegal unless you are a licensed Pyrotechnician. The drought also will have a huge effect on what will be considered legal for use and it varies from county to county.

I don't know at the moment because the droughts have caused some serious restrictions that aren't normally present. Call your local fire department. They can tell you with certainty.
