First, unscrew the aerator from the end of the spout. Be sure to hold the screens in and flip it over and backflush it. While it is removed, see if the sound is still there. If so, there is probably a bad "O" ring in the cartridge. You can replace the whole cartridge cheaply. Just remember the position it was installed in when replacing. You can mark it with a felt tip marker for reference.

Check to see that the faucet feed valve is open all the way, check to see if your water pressure it too high, above 60 psi, can get a gage that connects to a hose bib at the home center for about 7 dollars. If these don't work, pull the cartridge out of the faucet and take to home center and get a new one just like it. None of this may fix it if it is the pipes but at least you will have tried the easy fixes.
