It is a Packard Bell, really old monitor I got from a friend who had not used it in over 5 years.

Kill two problems with one stone... a CRT isn't worth repairing... so forget about it. Buy a LCD... you should have years ago but I won't judge.

If it's the old CRT-style monitor, it could be the high-voltage transformer or a bad analog control, say the brightness control. There is no lamp in old-school CRT monitors.

My guess is that the high voltage transformer is dying. Since you can get a great LCD monitor for fairly cheap, you should do it. There are many other reasons to do this, such as the lower radiation, lower power consumption, and sharper graphic images.

Disconnect and reconnect the plug going from the monitor to the computer. A loose cable could be the problem. (disconnect and reconnect power to the monitor while you are at it.)
Of course, if the problem persists, then you may have a dying monitor.
