Say in California/Oregon, is the climate like really cold or something? Even in the summer is it too cold to swim in the beaches?

The water is too cold to swim any month in Oregon. The water currents travel south from Alaska along the west coast. You can't go swimming in the ocean without a wetsuit anywhere north of San Francisco, the water is just too cold. It's not an issue with the climate, just the water temperature. It takes a long time to warm the water enough, about the time it takes to reach Southern California. The water doesn't get warm enough until you get around San Luis Obispo.
