in the winter you should keep your tank full because of condensation builds up in your tank.
in the summer when you fill your car when it clicks off, don't top it off any more. in summer due to high temps the fuel in the tank ex-spans. if to full can cause back pressure..
so no on summer yes winter...

The THEORY is that if the tank is not full the moisture in the air above it will condense and you will have water in the system.

This is something from the 1960. Forget about it. Almost all gas (not gasoline) in the tank is gasoline vapor. When you open your gas cap, you will hear fizzing noise. That the gasoline vapor being release from the sudden drop in tank pressure. The gasoline is always evaporating due to constant turbulence of the car and tank (like if you shook a bottle of coke). All modern gap caps (the kind that clicks when closing) are sealed and creates a pressure. Air does NOT get into your tank. PERIOD.

I never bother filling my cars with gas (I've driven in NYC since 1981) and never had water in the tank problem.

Also some people are saying water will cause rust to form in the tank. FORGETABOUTIT. Gas tanks are lined with plastic liners. These are all old tales from the 1960.

Every since the Ford Pinto gasoline tank fiasco tanks were lined with plastic bladder (liner) so the in the case of a rear end accident, a puncture metal tank won't necessarily create a fuel spill. But that plastic bladder also keeps the rust from forming in your gasoline.

Sure, but for a different reason. The reason for a full tank in winter is to keep moisture from freezing and plugging the fuel line. In summer, you do more driving, and it's always best to have the gas in the tank, so you are ready to go any time.

In the winter it is to keep the moisture out,(so the tank don't rust or the fuel gets contaminated with moisture which would cause stalling) but in the summer it might as well be full as who knows how long the traffic jams are(and you don't want to run out of fuel in the middle of one).
Not as big a deal regarding moisture issue though.

a empty fuel tank allows rust and water to be sucked up into fuel injector.or clog filter...don't over fill...dont try to cram another few cents to round off.
