I agree with USF, however I'd like to add that harsh laws are purchased by lobbyists who are purchased by people who are wealthy and annoyed. so while we're all annoyed, unless the general public coughs up the cash for some high-power hob-nobbers, we're stuck with stacks of junk.

I think they are punished when the authorities can find them. Spammers are very good at cloaking their activities by using systems that cannot be tracked.

If you sue them, they will be punished, if everybody overlooks this spam, they will not be punished....
