I asked the same question when my college became a university. To us the difference is transparent. I found out the that my college had a certain number for degree plans, a certain number of PHD'ed professors and also they must be Master's and Doctorate programs.
Oh, more thing...Universities offer only 4 years degrees fro under grads. Colleges offer both 2 & 4 year undergrad degrees.
That is it.

I think college is a broad term to describe all higher level schooling. University is at least a 4 year school that offers bachelor's degrees and up. It may be referred to as a college as well. The general term college can include two year schools that only offer associates and certifcates as well.

Someone told me once that the difference is that a University will offer a graduate program and a College won't.

Usually a University is made of of various schools or colleges - i.e. University of Connecticut's School of Medicine, Harvard School of Business
College's are usually smaller and more focused.

In the US there really is no difference. All can grant academic degrees although some colleges change their names to university once they become able to grant Ph.D degrees.
