Your tomato plants need fertilizer to promote blossums. Try some RX15, Miracle Grow or Tomato Plant Food to promote growth. Once your tomato plants form their blossums, then they need pollination to form tomatoes. If they are not growng outside where the bees can do their job, then pollinate your tomato plants yourself by using a flower which contains pollen. Just lightly touch each tomato blossum with the inside of the flower blossum & cross pollinate your plants. You become the bumble bee! This works for any plant that requires pollination to form either fruit or more blossums.
GOOD LUCK....I hope this helps!

I believe the correct answer is that you need pollination.

Bee's help in doing this to promote new flowers on the plants.
Just because a flower blooms on the tomato plant does not mean that it will turn into a tomato.

It may be too cool indoors for the plant also.

I would use miracle grow. That seems to do good with a lot of plant life. Check out the walmart near you. Miracle-Gro® Water Soluble Tomato Plant Food. That should do the trick
