Betty Boop was the first flapper cartoon. She made her first appearance on August 9, 1930 in the cartoon Dizzy Dishes, the sixth installment in Fleischer's Talkartoon series. She was little like her soon-to-be-famous self, however. Grim Natwick, a veteran animator of both Walt Disney's and Ub Iwerks' studios, was largely responsible for creating the character, which he modeled on Helen Kane, a singer and contract player at Paramount Pictures.

There was no Betty Boop. Betty first appeared in 1930 as a supporting character (a good-hearted but dumb flapper) before getting a make-over and becoming the lead character.

However, I think my co-answerer may be wrong. I thought Betty Boop was based on the 'IT' girl Clara Bow.

Marilyn Monroe 'stole' the Boop Oop De Boop from Betty!!

it was based on marilyn monroe apparently.

also in the 90s there was a female rapper by the name of betty boo!
