Does your internet plan have a download limit ?
If it does then you may have reached it and have had your speed reduced.
Press Control+Alt+Delete to open the task manager, stop loading any web pages or downloading torrents, limewire etc...
Click on the network tab in the task manager and look at the Network Utiliztion percentage, if it is going up and down when you are not downloading anything then you probably have a virus and or spyware.
Also if you have wireless internet someone may be sitting outside your house in their car with a laptop stealing your internet, or it could be your neighbor, only if you have unsecured wireless though

Because you said, "It runs slow even when I am not downloading anything", I wonder when is the last time you have defragmented your hard drive. I suggest that before you 'de-frag', you first delete all of the temporary files and cookies from your PC. I've seen 'night and day' differences in behavior after defragmenting a hard drive.
Another thing to consider is that you may have installed something (like mininova) that pushed your system towards its RAM limit. If you know how to use your "Task Manager", I suggest you look for strange and/or new names under the heading "Image Name" If these are the cause, you'll need to cut them out of your startup and/or registry.

In the short term, when my computer slows down I go to
Tools
Internet Options
Temporary Internet Files
Delete Files
it's surprising how these files build up and doing this always helps my computer run faster so it might be worth trying...you can clear the internet cookies there too...

It could be that your Temporary Internet Files is getting too full, go to My Computer, right click on you "C" Drive and click on properties, then click on Clean Disk, when the box comes up with that information, put a check mark on Temporary Internet Files and any other files that has move than a megabyte in it, then click on OK, and it will clean that excess garbage out of it. Then go to defrag and defrag the computer.

Do you defragg? you should try this if you haven't and see if that helps at all.I have been experiancing the same problem and last week on the news on tv, they stated that a group of hackers are hacking the hell out of our area at the present time and these hackers have some state-of-the-art equipment and are making the Internet slow for us in the state of Indiana.This could be the same for your area.

Its the antivirus. I use Panda and it slowed my connection soooo much that I decide to change it to Avast. My ram is 512 (no money to upgrade) so maybe you should upgrade your ram.

Could be you're storing too much. Get rid of old data, clean out your cookies, etc.
