You already know the cheapest, safest, and only 100 % foolproof way: don't have sex.
If you want to have sex, then there are several methods of preventing pregnancy, but "cheapest" is relative. Do you want to continually shell out money to buy condoms? That becomes a huge expense when you add it up. Or do you want to pay $200 or so just once and never have to think about birth control for 10 years or so?
I strongly recommend NOT going with a condom. They can tear, they can fall off inside you, if it's put on late then pre-c** can get on the outside and possibly cause pregnancy, plus stopping the action to put on a condom is often a mood killer. And many guys just don't like wearing them, and I can't blame them.
I recommend that you get a copper IUD. The IUD is the most popular form of birth control in the world, and while it costs a few hundred up front (or less -- check with your insurance) you never have to worry about pregnancy for up to 10 whole years. And you can have it removed if you do marry and wish to get pregnant before the 10 years is up. You can also try a prescription for a Nuvaring. You put one in and it lasts for a month. Then take it out, throw it away and put a new one in the next month. No daily pill to remember, no condoms to put on, no spermicide needed. Hope this helps!

The safest and most cheapest way is to not have sex but obviously you know that. Go to a local planned parenthood and you should be able to get birth control pills or the shot for free...sometimes you'll have to pay a couple dollars just depending where you live, age, and what their policy is.

If abstinence is not an option, prescription birth control pills are the most effective form of contraception. They are 97% effective, and the %3 ineffectiveness is usually due to people not taking the pill daily as prescribed. If you do not have prescription coverage the county you live in should have a planned parenthood where they will write you a prescription and enroll you in a county benefits program that covers all sexual issues (ie-birth control, checking for and treating STDs, etc.).

Okay ill be realictic since not having sex at all is not realistic. Condoms would be your safest bet along with foam on your end to make it double safe.
Good luck

If you have sex on your period you CAN get pregnat. So don't think that.
The safest way is to NOT have sex at all.
But the safest PROTECTION are condoms worn correctly.
Birth controll pills also work great!

I agree with the others, not having sex at all is the safest & cheapest.
But if you're going to have sex anyway then go with condoms & spermicidal gel. You pick the brand and make him pay for them.
If he can't supply condoms every time he wants you to put out then he isn't worth having sex with in the first place.
You can still get pregnant while on your period so ignore that comment.

It is absolutely impossible to tell someone to stop having sex! am i right!? the best thing to do is go on the pill (you should be able to get them free from a clinic) and then use either spermicide and or condoms during intercourse. thats about 99% safe

100 % would be abstainance. Consult with your ob/gyn about birth control. They would be able to recommend which one would better suit you. If you have no insurance, go to free women's clinic or Planned Parenthood. However, birth control is not 100% effective. I got pregnant with my daughter while I was on the shot. Good Luck!
