He was charasmatic, handsome, intelligent, a war hero and could speak off the cuff about almost anything and do so eloquently. Standing next to Richard Nixon who was stiff, somber, and not quick on his feet, there was no contest.

ask what you can do for your country" ...in other words, the state will do bugger all for you, i.e. social services, welfare, safety net.
