You are focusing on the negative, what about those that are not evil? Should they be punished for something someone else did? Would that not be just as evil?
The truth is that we as humans have the capacity to be evil and good within us from the start, it is our life and experiences that dictate what we will do. Take a look at the school yard, child bulling child and the teachers unable to do anything. Why is this? The problem comes from the explotation of rites given as a function of our system of government. It is the bullies rite to be free from harrasment from the teachers, does this means that the teachers are unable to stop them from bullying others? It is the bullies rite to free speech, but where does speech end and slander begin? It is the bullies rite privacy, but does this mean they they cannot be asked to hand over weapons? Notice here that the rites of the victim are suspended for the rites of the bully.
The truth is that rites come with the price of responsibility. When someone fails to pay for their rites with responsibility it creates a debt, just like with the bank. This debt is what is called evil. This evil (debt) can be paid by others, so a better idea may be to simply do all you can and encorage others to do the same. Don't create more evil but try to counter it, and if you know what causes it just like the doctor treat the disease and not the symptom.

Let's modify your question: Do you think it would be an evil idea to ban all breeding and let this (largely) good world die out? Yes it would. The way you phrased your question says more about you than it does about the world.
