Well for a VPN to work there has to be a VPN server issuing a local IP.. check the server you can see everyone connected!

Some routers have VPN end points even they will show who is connected to the VPN.
These are for inbound.

Now if you think someone inside is using a VPN outbound.. just setup the system to NOT allow VPN connections -- most routers can be set to not pass IPSec traffic which will kill any VPN connector.
