If you're seriously asking, the answer depends on the outcome of the stimulus. Punishment is only 'punishment' when the target behavior is likely to decrease. You can do this by Negative punishment (removing a desired stimulus to decrease the likelihood of a target behavior) or positive punishment (adding an adversive stimulus to decrease the likelihood of a target behavior).

On the other hand, reinforcement is only reinforcement when the behavior is likely to increase. This can be positive reinforcement (adding a pleasurable stimulus to increase likelihood of target behavior) or negative reinforcement (removal of adversive stimulus to increase likelihood of behavior.)

A lot of times people assume that spanking a child is punishment, but it could just be a neutral stimulus if the target behavior does not increase or decrease. It could even be a reinforcement to the target behavior (especially if the target behavior is attention seeking) if the behavior increases.
