My truck has had this problem before. After a rain, I will start it up to go somewhere and after a few miles, it sometimes sputters and stalls out, but then will restart and rumble and run rough as the water goes through the system. Then, I can restart it and the truck will run fine again. This time, though, I was driving and it stalled out with all the signs of the usual water in the line but it wont restart. It just wont turn over. We have replaced the plugs and wires, and the battery is fine, but what, if anything, can be done without having it towed to a shop for repair? Could it be something other than water in the line? Any help would be greatly appreciated! Thanks.

have the ignition module check. If that start to fail it cause the engine to act strange. OReillys will test them for free. If it test ok replace the distributor or check the coil packs for cracks. (I don't remember if Toyota uses distributor in 88. But it will have coil packs) The only thing that through me is it not turning over? That could be from a bad alternator or bad battery cables.

How is water getting into the gas tank? I don't think you have water in the gas but moisture inside your distributor cap and also on the plug wires making it run rough until the engine heats up to burn off the moisture. Replace your cap and rotor to eliminate that problem. The no start/no crank seems to be a separate issue---could be starter, solenoid, neutral safety switch, ignition switch or wiring.

Did you replace the distributor cap when you replaced the plugs and wires? An almost invisible crack will let moisture in and it can stall the vehicle out.
