I wouldn't say that "mail theft" is a slang term. In reality, it is stealing items (letters, packages, and even bills) that were mailed--or posted--to someone other than yourself. "Mail fraud" is the term for telling someone via regular post office mail or email that they won a million dollars or more (for example) or the lottery, when in fact they have not.
