The body slows down a bit therefore not pumping blood as fast. Same thing when we run. The heart starts pumping faster, therefore making us warm. And did you ever notice a lot of people start getting sleepy when its very warm? Sleeping and/or getting tired is our bodys way of controlling the temp (along with sweating also).

When your heart rate decreases you feel more cold as the blood is not getting around the body as fast to warm u up

It takes energy to keep your body warm, so if you're tired and/or hungry you'll feel cold. You're defences are down too: it's easier to catch colds and other bugs.
