I've been barefoot in every store and every other place I have been for the past ten years, in the Netherlands, Belgium & Scotland. Here in Europe it's rare to get any comment at all, most people just ask if I'm not cold, especially in winter but even on our rare 80F/90F days I get that question occasionally (boggle). Stores don't have a problem with it; even US-based chains like McD's, Burger King etc don't have any signs or rules against barefooters here. I don't go shirtless; being female, that would cause a lot of unwanted reactions even in liberal Europe. And our climate sucks; it may be midsummer by the calendar but it's been rainy for weeks with no better forecast.
Btw, US barefooters should know that in spite of persistent myths, there are NO health dept laws requiring shoes, and insurance companies don't require or even recommend footwear for customers .And while it may seem that 'all stores' require shoes as the first answerer says, I'm on a mailing list with almost 800 US barefooters living all over the country, and I have never heard of any place in the US where *all* stores require footwear; in fact when you just go barefoot it turns out quite a bit more stores allow it than not.

I live in the Philadelphia area. I went into Lowes Hardware shirtless. I was working shirtless and we had to pick up some stuff. My friend asked me if I thought it would be OK. I took my T shirt with me, jut in case, but kept it tucked into my belt hanging out behind me. We encountered many staff and cashiers without any looks or comments from anyone. I figure lots of guys work shirtless and have to run over for supplies, etc.

I've never gone shirtless in any store or business establishment but where I live, it is ok in many convenience stores and gas stations. I've seen a few shirtless guys in the local shopping mall and walmart...the latter also trying on some shirts in the clothing department...

barefoot and shirtless: gas station, local recycle station and KFC
shirtless only: Radio Shack, Blockbuster, Home Depot, Del Taco, and a local supermarket.
At the recycle station, the guy at the station asked: "where is your shoes?" I guess that he is worried about there might be a few broken glasses.

Being a woman, I don't go around shirtless very often, especially to stores or fast food places. Being one who doesn't like to get my feet dirty and who lives in Las Vegas (very hot here) I don't go out much with no shoes on either,... I'm curious why you would want to go shopping without a shirt or to dine without a shirt or shoes. ???? Is there some thrill to this that we are not aware of. Please share with us what you get out of doing this???

Well I was at the mall last night and went into their movie theater. Before I walked in, I took my sandals off and walked barefoot to my seat and just kept them off until the end of the movie.
