The Vice President does not have the power to change the Constitution of the United States. In order for there to be no checks and balances, there would have to be no Congress, and no Supreme Court. We would be a dictatorship. We are not because we have 2 other branches of government; 1. Congress, which has the power to override a veto, and impeach the president. 2. Supreme Court, has the power of judicial review.

The only power the VP has is as President of the Senate. He has the deciding vote in any deadlocked votes. Any other power he gets is if the current President dies and he becomes President.

How did he accomplish this. Last I heard we still have both a legislature and a Judaical system in place ans Cheney is VP which is a position in the executive branch analogous to a spare tire on a car. He has no authority while the president is alive and healthy.

Where did you get an education? I would demand a refund.

I think Cheney is playing an interesting game. It's been a fact that the executive branch has been losing power since about 1974 to the legislative branch. I don't necessarily agree with Cheney's methods, but I think he's trying to restore that balance.

He has undermined it to a degree--but not nearly to the extent he's attempted to. Our institutions are stronger thanthat.

As to his actions (andBush's) being a direct violation of the Constitution--on several counts--yes.
