For example in a scouting report on a player..."so and so has a plus slider and a plus-plus fastball that can top out at 98mph." Obviously a plus-plus is the highest rating for a pitch but what makes up the criteria?

Just by the way you worded the question I would think that "plus-plus" would be better than average. But Craig S seems to have his finger on the pulse of things.

Scouts grade players on a standard 20-80 scale. On this scale, a "plus" pitch would be anything graded in the 60s, while anything graded at 70 or above is considered well above average, or "plus-plus." On a letter-grading scale, the "plus plus" label is reserved for an A-grade.
