Yes, it is supposed to be judged by how you answer the question. If you answer the question well, no matter how much effort you put into it. If the questioner (is that a word?) feels that you actually answered it from the heart and it was a good honest answer, I feel that you (or I) should get best answer. That however is only my opinion. Sometimes I answer sarcastically, or am a smart elec, other times I answer from the heart and say what I am really feeling, in the first few examples I don't EXPECT to get best answer, but in the last example I do EXPECT to at least be considered. It has everything to do with what the question is, and the quality of the other answers. Some times I can just tell, my answer to a certain question is... well not necessarily "better" but at least more thorough or informative than any of the others. And that makes me think I am very likely to get best answer.
BTW, my odds are usually better than 1/50. Of course, a lot of the questions I answer don't even have 50 answers. I have a tendency to gravitate towards questions that, I guess most people aren't interested in. And that's why there are not many answers.

i just answer questions because i like to. i don't expect it but it would be nice. :)
