Depends on the situation..
in case of a storm, i'd rather be on the inside looking out..
in case of a hold up.. i'd rather be on the outside looking in..

When you are in the inside you don't look out as much as you might think. So I would rather be on the inside not paying to much attention to the out.

Depends on what's inside and what's outside.
Fire in the building? Outside, looking in.
Nighttime lightning storm? Inside, looking out.
Daytime lightning storm? Inside my car, driving down the road, looking out my windshield as I go...
