As soon as the hairs are noticible. For one of my sisters that wasnt until 9th grade, for myself, I looked like a monkey by the time I was 11. It is embarresing to have hairy legs, no matter the age.
However, if they are not noticible, shaving will only make it worse sooner. If you cant see the hairs, tell her to enjoy it while she can. Perhaps instead of shaving she can try something such as nair, waxing, or an epilady depending on how she takes to them, they dont grow back nearly as dark or corse then.

I would say wait as long as possible. I know a lot of girls who started early (in some cases because they couldn't handle a bit of peer pressure! which soon switched to being about something else once they started shaving anyway, because people who didn't like them would bully them regardless) and then a few years later they were all complaining about how they had so much extra hair, it grew back so fast and was all rough and ingrown and hard to keep smooth. Come senior year a lot of them were all trying to grow it out, get it waxed properly, it was kind of funny. So unless the hair is very noticeable, there's not much point in her doing it, because it will likely just make things worse for her later down the track.

i started shaving when i was 10.but i also had an older sister that always shaved her legs with the bathroom door open ..it was a monkey see monkey do kinda thing.. but i think really its when she feels she needs to..if you make her wait tell shes 13 or 14 she might feel a little self consious around her friends when she wears shorts.. but i think 6th grade is a good age to let her..

well, I started when i was about 10 and a half, i think anytime the hair becomes noticable is a good time. especially if the hair is dark. You see, I was a dancer, and i was sometimes required to wear black tights, and there would be little blonde hairs poking out of them. i looked like a gorilla! i think it is around a good time for your daughter to start. let her go for it. just tell her that it is way more of a responsibility than it seems. mention, that if you go more than several days
without shaving, her legs will feel even more gross than they
may feel now!!! good luck

maybe on the first time, do one leg for her first, and shoe her how to do it, and where to be very careful, and than let her do the other, with a little bit of guidance.

When your daughter's leg hair starts to become visible when she wears shorts or a skirt, then it is time for her to start learning to shave her legs.

You may want to give her some pointers on how to use a razor correctly (i.e. don't press too hard, how to avoid razor bumps, etc.). I remember when I was in the fifth grade, the first girl in our class to shave her legs did it to hard and she cut herself from ankle to knee, all along her shins.

I read about this in the dear abby part of our local newspaper. She said when your daughter asks she should be allowed to. I'd have to agree. If your daughter believes she is mature enough to start then I think you should too :] Shes going to start someday..

Oh yea, maybe start her off with nair or something similar. That way you wont have to be as nervous and she wont have to worry about getting any knicks which could leave scars.

About 12 or 13...girls begin to become very aware of their hairy legs in gym class. I taught my daughter last summer when she was 12.
