Section 8a. of the flag code states

The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property.

Flag Code
The laws relating to the flag of the United States of America are found in detail in the United States Code. Title 4, Chapter 1 pertains to the flag; Title 18, Chapter 33, Section 700 regards criminal penalties for flag desecration; Title 36, Chapter 3 pertains to patriotic customs and observances. These laws were supplemented by Executive Orders and Presidential Proclamations.

There are only two reasons to fly a flag upside-down: a ship at sea is in distress, or to show disrespect.

In a military situation only or time of war when you are in distress. This doesn't mean that if you have a flag at your house and you can't afford your bills to fly your flag upside down. Military use or combat time only

A showing of extreme distress,intended to send a message to patriots to align themselves to render assistance to the Military.( probably not a good choice for those that would intend to make a political statement,unless they're prepared to explain themselves to a bunch of old Vets,on a mission )

This is equivalent to a distress call. Some years ago someone did this in a bank window. When cops investigated they stopped a robbery in progress.

The Flag can be flow upside down to signify SOS in times of dire emergency!
