Amazing how many wrong answers a simple question will provoke, and the answer is simple, too.
In California it is unlawful for ANYBODY to have sex with a person under 18 (that is: under eighteen), including another person under 18. (Penal Code section 261.5)

It's not the minor that has to worry they can have sex with whom ever they like..it's the adult that needs to worry...California started a campaign about having sex with minors...it simply said under 18 is illegal...we have a large population of mexicans and in their country it's legal for a person who is (for argument sake) 45yo to marry a 15yo.
It's almost a zero tolerance law..one could be 19 and have 17 yo g/f and be charged...there are 2 different charges one for under 16 and one for under 14.

Adults should have sex with other adults, period.
Let minors have a chance to grow up without sex
in the mix. Just don't do it, if it's questionable.

CA is waiting for the SCOTUS determination approximately Prop8. choose Walker overturned it, however the case have been given booted as much as the 9th Circuit courtroom and finally SCOTUS. they are predicted to rule by potential of next month. with a bit of luck, distinctly with the wave of states legalizing marriage equality, they'll come down on the stunning part of history.

You have a human right to make decisions about your body and what you do with it and who, when, where under what circumstances you decide to do it is virtually your domain and jurisdiction and you have every right to privacy. Unless of course you are dealing with children who are not functionally developed or someone of diminished mental capacity or cannot otherwise consent. All Human Rights are universal constants and cannot be changed without an atrocity being committed. Unfortunately, our culture in particular, thanks to a very evil woman named Queen Victoria has seen fit to trample on those rights and in her only fashion by persecuting men. A silent atrocity is committed everyday with tacit approval in the Anglo world. In almost every state except some of the southern states and a few select others, the age of consent is 18.
