ACETONE, you can but it at a hardware store rubbed into the ink spot and then washed will remove most of the ink marks.
Just do not put that shirt into a clothes dryer until you have gotten all the ink out or the heat will set the ink forever!

Use rubbing alcohol, you can take 1/4Th cup of alcohol to 1/4Th cup of water, and soak the stains, let it sit for 15 minutes and add a few squirts of dish washing detergent and rub until all the pen marks are gone.

Use Shampoo, gently rub shampoo into the pen stains and wash again. Make sure you don't dry the load until the stains are out or they will set in

Try hydrogen peroxide. Just rub some on the stain and let it sit for an hour or so and then rub and rewash. It should come out. A professional carpet cleaner had given that advice for a stain on my carpet and it worked. He said it would work on other materials, as well.
