Silicates are the most common rock-forming minerals.

Silicates contain silica SiO2 - eg quartz, amphibole, tourmaline, rhodonite.

Non-silicates do not contain silica - eg calcite, gypsum, apatite, diamond, rhodochrosite.

Silicates contain the element silicon. Non-silicates do not contain the element silicon. It's just that simple.
