Dogs were created first, I don't believe they had to eat meat. I believe God provided the food for all the animals as none of them needed to kill to survive til after Adam and Eve sinned.

Dogs - - - which is why they are wiser smarter than Man. We pamper them we exist for them why do you think God is Dog backwards? First there were two types of Dogs; Hunter Dogs and Svavenger Dogs. They got food for themselves and for family & friends - - - -dogs like communal living. One Day a former Hunter Dog turned Scavenger, most likely a variant of German Shepherd or Alaskan Husky - - - these things probably took place 'simultaneously' across the Globe One Day Dog saw a starving dejected human and offered it food. Since that day dog and human have prospered.

PS I'm a Cat Person - - - they did their part but Dog was First!!

Peace...

Dogs are merely a specialized kind of wolf. Humans tamed and bred them, looking for specific characteristics. Without human involvement, what we now know as dogs would have been wolves and they would have fed on the same diet as wild wolves eat today.
