her name is seras victoria and she's from hellsing.

Indeed, she's Ceras Victoria, identified already by rachelcake above, : one of Hellsing's most capable operatives, even when she was in her human form. Previously a member of the Special Forces D11 Group, she is a huge asset to the Hellsing Organization. In order to bring the vampire priest to his end, she allows herself to become one of the undead, courtesy of Arucard. Now, in addition to battling vampires, she must contend with her own blood-thirsty tendencies.

i forget her name but its from Hellsing. Oh and it's a chick not a dude just incase...anime can be hard to tell apart(gender wise)
